* The Science of Teaching (STR) Reading Exam

House Bill 3, passed during the 86th Texas Legislature, established the requirement that all teacher candidates who teach students in grades Pre-K-6 demonstrate proficiency in the science of teaching reading on a new, standalone certification exam. The STR exam will be required for the issuance of intern, probationary, and standard certifications for these certification fields beginning January 1, 2021. 

Application Process

Step 1: Meet Entry Requirements  

  • Bachelor's degree or higher from an accredited institution of higher education (If you hold a bachelor’s degree or higher from an accredited college or university or are in your last semester and scheduled to receive a bachelor’s degree, you are allowed to take a content test for purposes of admission into the alternative certification program)
  • 2.5 or higher overall on a four-point scale, or 2.75 GPA minimum for the last 60 hours
  • Clear background. Please view the criminal history section below for additional information  

Out of Country applicants with undergraduate or graduate degrees from institutions of higher education outside the United States, see the Foreign Degree section below.  

Step 2: Pass TX PACT

Passing score on TX PACT in the area of a teaching certification that Region 7 is approved to certify.

Step 3: Complete Application  

  • Official transcripts from all Universities attended, e-scripts are acceptable
  • Passing TX PACT score
  • References (the individual you chose as a reference may be mail, fax or email the form back)
  • $100 application fee - you may pay by check, money order, or online at the Region 7 Store  

Applications will NOT be processed without transcripts (we must have transcripts from ALL colleges that you attended), passing score on content, three references, and application fee.

Step 4: Formal Interview at Region 7 ESC  

You will speak with the Department Director and/or Program Coordinator in regards to your application and your interests towards teaching. An acceptance decision will be rendered, and you will be notified of your status.

Candidacy & Internship

Candidates (individuals accepted into the program

According to state rule and program requirements, 30 hours of field-based observation, a minimum of 150 hours of coursework, and a passing score on the TExES Content test must be completed before issuing an Internship Certificate which is needed to apply for teaching positions.  If you qualify as a late hire, you have 90 days from the beginning of your Internship to complete these requirements. Please get in touch with Region 7 TPCP for more information.

Clinical Teaching Application


The Internship round is open to all program candidates. To begin a teaching internship, interns must meet the testing and training hours requirements (see above). Interns complete one schoolyear (two consecutive semesters) in a full-time paid teaching position. Region 7 does not place interns in teaching positions. An internship assignment shall not be less than an average of four hours each day. Training is ongoing throughout the Internship. Region 7 TPCP training is blended, online, and face-to-face. The face-to-face will be held only one Saturday each month from September thru May and up to 15 days in June.

Clinical Teaching

Non-paid position with a cooperating mentor teacher. TPCP Candidates who cannot secure a teaching position have the option of completing a fourteen-week clinical teaching assignment in place of an internship to complete certification requirements. To be eligible to apply for a clinical teaching assignment, TPCP Candidates must complete all training, pass all required exams, and have all fees paid in full.

TPCP Intern Employment Packet

After receiving notification of employment from an accredited public, private or charter school, please follow the steps outlined below:  

  • Complete the Employment Information form and return to the TPCP office within 10 days of notification of employment.  
  • After completing items #1 and #2 on the Statement of Eligibility for Internship form, please take the form to your district for completion of item #3. Once completed, the district can either mail or email the form to the TPCP office.  
  • Along with the Statement of Eligibility for Internship, take the District Responsibilities information page and the following forms to your district. They will complete and send them back to the TPCP office.  
  • District Participation Agreement 
  • Contracted Services Agreement
  • Internship Agreement
  • Payroll Deduction Approval 

  • Go to TEAL and log in. Then, click on "View Application/Fee Status" on the left to be sure that you have completed the fingerprint process and paid for the intern certificate. Once this process has been completed, Region 7 will submit a recommendation for a intern certificate.  
  • Please note that TEA will not backdate a intern certificate more than 60 days. Therefore, failure to submit your paperwork in a timely fashion could negatively impact your salary. It can also adversely impact your status in the program.

Criminal History 

As a service, TEA will provide a Preliminary Criminal History Evaluation for a non-refundable fee.  

You are eligible to request a Preliminary Criminal History Evaluation if:  

  • You enrolled or planning to enroll in an educator preparation program or
  • You are planning to take a certification exam for initial educator certification, and
  • You have reason to believe that you may be ineligible for educator certification due to a conviction or deferred adjudication for a felony or misdemeanor offense.
  • You are not eligible for a preliminary evaluation of your criminal history if you do not have a conviction or deferred adjudication for a felony or misdemeanor offense.

Foreign Degree

If you earned your degree outside of the United States, you will need to submit the following in addition to the required documents for application.  

  • TOEFL iBT score report - All four parts of the TOEFL iBT is required with an acceptable passing score on the Speaking portion of 24, the Listening portion of 22, the Reading portion of 22, and the Writing portion of 21.

The countries listed below have been approved by the State Board of Educator Certification to satisfy the English language proficiency requirement specified in 19 TAC 230.11(b)(5)(C). To be exempted from the Test of English as a Foreign Language internet-Based Test (TOEFL iBT) testing requirement specified in 19 TAC 230.11(b)(5)(B), a certification candidate must have earned an undergraduate or graduate degree from an institution of higher education on the SBEC-approved list of countries.

Program Cost

Application Fee

A non-refundable fee of $100 is required with this application. 

You may pay by check, money order or online at the Region 7 Store.

Pre-Assignment Preparation Fee & Technology Fee

Upon program acceptance, the candidate must pay a nonrefundable pre-assignment preparation fee $495, and nonrefundable $35 technology fee. Fees include books, online study, ASEP technology fee, and preparation sessions.  

Internship Fee 

The nonrefundable internship fee of $4,725 will be paid on a monthly basis throughout the internship year.

Payments of $393.75 per month begin the month after orientation. When employed, the monthly fee based upon your balance at the time of hire, must be deducted from the intern’s monthly salary in 12 equal payments by the employing ISD during the internship year (first year of employment.)

TPCP Mentors

The role of the Mentor is to support and assist the intern throughout the teaching practicum. School administrators assign mentors. The Mentor will be notified by email from Region 7 TPCP with online professional development course information and mentor agreement form.
